Iraqi premier declares victory over ISIS in its former stronghold of Mosul

It was unclear whether the last pockets of militant-controlled territory have been cleared, but Prime Minister Haidar al-Abadi visited the city to personally congratulate Iraqi security forces "on achieving victory," a statement from his office said.
