Like other hospitals across the country, Baltimore's prestigious medical centers have done little to address the root causes of asthma attacks — solutions that are relatively easy and inexpensive. But they have collected millions to treat acutely ill Baltimore asthma patients as inpatients or in emergency rooms, records show.
