Mueller reiterates that his probe could not clear Trump of obstruction

Special counsel Robert S. Mueller III, in his first remarks since completing the Russia probe, said that charging a sitting president would be unconstitutional and suggested that only Congress could "formally accuse the president of wrongdoing."
