Beijing to implement national security laws in Hong Kong by fiat, bypassing region’s legislature

China's top Hong Kong officials plan to implement the laws unilaterally, a Hong Kong delegate to Beijing's legislature told The Washington Post, in a move that will allow Beijing to override the region's constitutional autonomy over local affairs whenever it chooses.
