Cairo, Ill., has been depopulating for decades, but an ongoing public housing crisis threatens its very existence. As the town shrinks — along with the solutions to stabilize it — Illinois confronts an issue facing states across the country: whether to lift disadvantaged communities by reviving public housing or tell people to move on.
